HMRC is gradually replacing the Government Gateway with a new, universal login service called GOV.UK One Login. This guide explains what this means for you.
What is Changing?
GOV.UK One Login gives you a single, secure way to access all government services. This includes everything from tax returns to driving licences and passport renewals. Instead of a 12-digit Government Gateway ID, you use an email address and password. You then prove your identity through an app using a face scan and photo ID.
HMRC is rolling this out carefully and in stages. There is no need to panic or rush.
I Already Have a Government Gateway Account: What Do I Need to Do?
Nothing, for now.
Keep using your current Government Gateway ID and password to access HMRC services. HMRC will contact you directly when it is time to switch to GOV.UK One Login. The full migration will complete by the end of 2027.
One important point: If you already use GOV.UK One Login for another government service (such as Companies House), you still need your Government Gateway for all HMRC services. The two systems run separately until HMRC completes its migration.
I am New to HMRC Online Services: What Do I Need to Do?
If you access HMRC online services for the first time, you cannot create a new Government Gateway account. GOV.UK will direct you to create a GOV.UK One Login instead. You use your email address and password to register.
You also need to prove your identity through the app. Accepted photo ID includes a biometric passport or a UK photo driving licence.
What Will GOV.UK One Login Cover?
When HMRC completes the rollout, GOV.UK One Login becomes the only way to access government services online. This includes:
• Filing Self Assessment tax returns
• Making Tax Digital for Income Tax
• Accessing PAYE information
• Filing company accounts at Companies House
• Renewing passports and driving licences
More than 200 government services already use GOV.UK One Login.
What if I Have Problems?
The Government Digital Service offers support if you have difficulty creating or accessing a GOV.UK One Login. Their help page includes an online form. HMRC aims to respond to online enquiries within two working days.
